How to make ringtones from mp3′s?

I downloaded mp3 splitter but that is just a file editor like audacity. My phone plays mp3′s but doesn’t support the file type as ring tones. It says it can support m4a, midi and mp3, but it rejects all the mp3 files downloaded from my computer. Is there a way I can make this work?
