OK I need to build a mp3 website?

I want to build a mp3 download website like this one pz10.com, and have a chat room and how the hell I am gonna make a mp3 go download? Mmmm. ok and other thing i want to put are ringtones, mp3 and a blog, wallpapers,form. also up coming movies release in theaters so what is my best choice here. which web programing Language do I use for all of this.
