What is a site that lets you make your own ringtones?

I remember a year ago I used a site that allowed you to create your own ringtones. Free. And you didn’t even have to sign up. You could upload an mp3 from your computer and then splice the part you wanted as your ring tone. And then have it sent to your phone in a text message.
I know it wasn’t myxer or phonezoo… and I’ve tried both of those, but neither will let me send a ringtone too my Verizon phone. :S Any ideas?
