how to use mp3s as ringtones on samsung sync?

i need help with my samsung, i have a new model and i read you can only put 300kb of ringtone as an mp3 file, i tried cutting it but i can’t find a free and easy program to do it. can someone please help me with step by step instruction, including where you can get the cutter program? i know how to send the converted file via bluetooth, but i just can’t figure out how to cut it and reset it as my ringtone.
