Do you have to pay to download stuff of the internet on your cell phone even if the content is free?

I was recently on the internet browser on my motorola v220 (rogers), and i was downloading free ringtones off of mobango.com. Do i have to pay my service provider to download content off the net?
Do you have to pay per kb downloaded?
