Ringtones Wont Sync

Wont let me download latest itunes…..?

i just recently did a system restore and had to download itunes again so i could sync up my iphone… i tried downloading the newest version of itunes right from the url www.apple.com/itunes it downloads and installs fine but when i open it for some reason its an older version of itunes without the ringtones tab, and iphone compatability. i have the system requirements for it 256 mb of ram windows xp service pack 2 and all others i dont know thats going on somebody help!
