Song Trimmer for Ringtones?

I used to go and change the format of the tone from mp3 to wav and then go into sound recorder on my windows xp computer and cut the song, then i would convert it back to mp3 and send it via bluetooth to my phone… well i ahve vista now and i still have the converter and the bluetooth but i can no long trim the ringtones. Any idea where i can get a program (FREE if possible) to trimm down the song?
i’ve tried audicy but i won’t let me cut the song. it will upload it and highlight the part i want to delete but i won’t let me
